The Human Resources Department is involved in several agency-wide aspects, including: personnel benefits, Staffing, Recruitment, security, Training, Safety, Publications, communication systems, and employee recordkeeping.

The Housing Authority of the County of Merced currently has an allocated staff of 52 permanent employees. Non-managerial and confidential employees are represented by the American Federation of State, County and Municipal Employees, Local #2703, AFL-CIO.

The Human Resources Department maintains a multi-media library for employee reference and training, and has developed several training manuals in the areas of employee evaluation; program guidelines for safety facilitators, and pesticide applicator safety.
